I feel as if the method Ul'dah employs for capital punishment is a bit extreme. Do they really behead their criminals before throwing them into the valley below Highbridge? Surely there's got to be a slightly less brutal way to carry out your death penalties.
Less brutal capital punishment may not get the point across to other Eorzeans that they mean business, or at least that's what I hear anyway.
